Allow all containers to be consolidated, even after POS

Allow zone to have variable configuration for smaller orders/larger batch pick - i.e. frozen

Remove additional steps required to combine containers. When previously staged container exists, asking for the ability to stage directly into a container that could be consolidated

Resend an event to a scale without timing out and quitting. Repoll process would try every few hours for N number of tries. Controlled by a separate Repoll process (new).
